Abstract

Kendari City has significant potential in marine fisheries, supported by a steadily increasing annual capture fisheries production. However, this growth has not been accompanied by efficient distribution or increased added value for local fishermen. The main problems faced include weak bargaining positions of fishermen, fluctuating selling prices, and limited supporting infrastructure such as cold storage and refrigerated transportation. These issues indicate the weak implementation of Supply Chain Management (SCM) in the fisheries sector of Kendari City. This study aims to analyze the current condition of SCM in the operational performance of fishermen’s businesses in the coastal areas of Kendari City and formulate effective SCM implementation strategies using the SCOR Model and Analytical Hierarchy Process (AHP). The research findings show that the distribution efficiency level among fishermen in Kendari City remains low, with an average selling value loss of 20–30% due to declining fish quality during distribution. The AHP analysis identified priority strategies for strengthening SCM: increasing cold storage capacity (priority weight 0.35), providing transparent price information (0.27), establishing supply chain institutions based on fishermen’s cooperatives (0.22), and providing SCM management training for fishermen (0.16). These strategies are expected to improve distribution efficiency, strengthen fishermen’s bargaining positions, and empower local fishermen’s economies, thereby supporting the sustainable development of the fisheries sector in Kendari City.
